Brief Description. Procedure books (also known as sample books) compiled during different Billy Graham crusades which contain materials of the crusade executive committee and samples of most of the forms and duplicated documents used during the crusade.

All materials in this collection are on deposit from the Billy Graham Evangelistic Association and may not be copied without written permission from the BGEA’s authorized representative.
Any researcher who wishes to request permission must get the required form from the Archives staff. It is the responsibility of the researcher to fill out the form and send it to the BGEA.
Historical Background
Because a knowledge of the organizational history of the Billy Graham Evangelistic Association would be helpful in using this collection, a brief history of the BGEA and biography of Billy Graham is available. Ask the Archives staff to see a copy.
Procedure (also known as sample books) were compilations of materials prepared for an crusade, beginning
with the 1951 Seattle Crusade. As materials were duplicated in the crusade office, copies were
routinely set aside to be placed in a procedure book by the office staff at the conclusion of the
crusade. The books were created for two purposes: (1) To document the preparation for and
execution of a crusade and all its related programs and events; and (2) to give crusade directors in
the U.S. and abroad a detailed picture of what procedures were used for a particular crusade. It
would appear that the books were compiled in the crusade office in the city where the evangelistic
meetings were being held.
Scope and Content
The collection consists exclusively of procedure books, compiled for various BGEA crusades and related meetings, both of Graham and his associate evangelists. The collection includes procedure books for many but not all such events. Although various associate evangelist crusades are represented in the collection, most books are for Billy Graham meetings; Leighton Ford's crusades and "reachouts" are the second largest group.
These books thoroughly document crusade planning and preparation, illustrating the complexity of a crusade. The work and cooperation needed for a crusade is underscored by the fact that volunteer help through local churches makes up the major work force for a crusade.
The books vary in the degree of detail by which they are organized, but generally contain the same materials and are arranged by the same categories, which have been established through experience over the BGEA's history. Some of the categories changed over time, so that two crusades ten years apart might often have different categories. Many of the categories correspond to the various crusade committees. The most common headings are:

The most predominant items in each category are form letters (often enlisting support or
involvement or expressing thanks for participation), and the promotional materials printed by the
committee for the particular phase of the crusade under its responsibility. Files may also contain
committee minutes and lists of contacts or members of the committee. The following types of

The "Bulletin" files contain one or several of the following printed news periodicals, usually several pages in length and intended to disseminate information for the upcoming crusade to a wide audience: Church Bulletin News, Crusade Bulletin, Crusade News, Crusade News Digest, Crusade Update, and Ministers' Digest.
The "Choir" files, possibly listed as "Music," often include printed materials used by the crusade choir, such as hymn books and song sheets, and buttons used to identify choir members.
Christian Life and Witness classes emphasize "how to have a more meaningful Christian life" and offer instruction on "how to effectively share the reality of our experience with others." The "Christian Life and Witness Classes" files contain schedules of the classes, printed promotional material, and instructions for supervisors interviewing applicants for the classes.
The "Counseling" files consist of schedules for classes, printed lessons, procedure guidelines for the instructors, human interest stories submitted by counselors, and seating arrangements for counselors at the crusade meetings.
The "Executive Committee" files document the hub of administrative work of a crusade and include meeting agendas and minutes. Also among these are lists of committee members, a feature which other of the committees' files do not consistently contain.
Films or other audio-visual presentations, whether evangelistic or encouraging involvement in a crusade, were sometimes used prior to a crusade. The "Films" files include descriptions of these productions, procedures for using them, and schedules for showing them, frequently at churches.
The Finance Committee for a crusade was responsible for establishing the crusade budget and monitoring income and expenditures. The "Finance" files consist of the crusade budget, balance sheets, and many also include address lists of potential donors.
The "Follow-up" files contain material used to transfer responsibility for the spiritual continuity of people who have made some decision at the crusade to a local church. Among these materials are form letters to pastors and address lists of participating churches, as well as printed material for new converts.
The "Laymen's, Ministers', Women's and Youth Councils" files contain the materials used to stimulate participation among each group. These materials include schedules, information bulletins, address lists, posters, and occasionally an organization chart.
A Nurture Group was a small group, ranging in size from six to twelve people, designed for new converts or others to become involved in through the local churches. The "Nurture Group" files consist of printed booklets and pamphlets used in the groups and instructions for group leaders.
The "Office" or "Administration" or "General Office" files include forms used by the office staff for record keeping, stationery, memos, staff lists, office procedure guidelines, and phone answering guidelines.
Operation Andrew is a program which encourages prayer for unconverted friends and neighbors. Materials in the "Operation Andrew" files include procedure guidelines for establishing the program.
The "Prayer" files contain materials used by the committee to stimulate prayer for the crusade. These include guidelines for conducting prayer meetings.
The "Publicity" or "Press" or "Promotion" files include the materials used to promote the crusade, such as news releases, biographical background notes on BGEA team members involved in a crusade, posters, bumper stickers, and buttons.
The "Reservations" or "Group Reservations" or "Delegations" files contain the materials used to coordinate attendance at the crusade by larger groups, from churches, for example. This section frequently contains tickets to the crusade.
Special events encompassed the supplementary programs which preceded a crusade, such as musical concerts, kick-off rallies, Schools of Writing, Schools of Evangelism, prayer breakfasts, banquets, workshops, and servicemen's conferences, etc. "Special Events" files contain the variety of materials produced to coordinate and promote these events..
The "Ushers" files contain the material used to enlist ushers and coordinate their work in the crusade meetings. This section often includes a map of the meeting site for use in coordinating ushers.
The "Visitation" files consist of materials used in pre-crusade visitation throughout a community to both share the Gospel and invite people to attend the crusade. Time-tables for the visitation and neighborhood assignment packets are among the items in this section.
This list is a starting point for what the researcher can expect to find. Some procedure books are not as comprehensive as this list suggests, while others will be more so. The committees formed for a crusade reflect not only the required structure to coordinate a crusade, but also the needs and interests of those involved on the local level, as additional headings occasionally used suggest: "Inner City," "Hospitality," "Invitations," "Spiritual Preparation," "Advisory Committee," "Co-Labor Corps," and "Congregations."
Some procedure books also contain the files for cities which participated in a crusade by a relay system using either landline or closed circuit TV, such as in the Australian crusades.
Study of the various procedure books will uncover much similar material used in various crusades as well as unique items. A sampling of interesting items includes:

Also of interest are two general procedure books, the 1963 and 1967 editions of the General Office Procedures Book. These volumes were designed to guide the crusade office manager and other personnel in office operations, including both general procedures and principles and sample forms for adaptation to a particular situation. Of particular interest, the "Organization" section includes an organizational chart for a crusade; "Office Planning" includes a document with guidelines for preparing procedure or "sample" books; and "Personnel" includes the position responsibilities of the crusade office manager.
The researcher should note, however, that the emphasis of the procedure books is on duplicated materials. Excluded from these, therefore, are the correspondence and personal memos created by the crusade staff or committee.
The procedure books in this collection are arranged chronologically. No box or folder numbers
are assigned to particular books. The researcher should therefore consult the Container List in
this guide listing the crusades for which there are books and request them by the name and year of
the crusade.

The materials in this collection were received by the Graham Center Archives from the Minneapolis office of the Billy Graham Evangelistic Association from 1976 to 2001, in 1982 from the Billy Graham New England Crusade Office, from the BGEA's Montreat office in 1986, from the BGEA's closed Australia office in 1987, and from the BGEA’s Charlotte headquarters in 2003.
